Scope and Contents

This collection reflects the entirety of Matthew E. Baker's 25-year legislative career from 1993 to 2018. Baker was particularly concerned with matters pertaining to education, health, and welfare throughout his tenure. Originally from Westfield, Pennsylvania, Baker served as district legislative aid for 13 years before being elected to the House. Also prior to his legislative career, Baker worked in a Wellsboro law firm for 12 years, where he specialized in serving people with disabilities.

This extensive collection contains an array of subject files on health- and welfare-related bills that Baker had worked on during the early 1990s up until his departure from the House in 2018. In addition to these files, there is sizeable number of newspaper clippings, online articles, legislative works, and physical media such as CDs and VHS tapes. Many of these contents pertain to either proposed bills or successful legislation Baker had worked on during his tenure.

Baker spent two years as Chair of the Health Care Leadership Council (2012-2014). Following February 2018, Baker resigned from the House and became regional director for the Office of Intergovernmental and External Affairs, United States Office of the Secretary of the Department of Health and Human Services. This collection reflects his past and ongoing commitment to these positions as well as his pursuits in education, health, and welfare legislation.

Much of this collection is divided into subject files Baker dealt with during his time as a Representative. Namely, his work on the Flu Vaccine Committee as well as his efforts into other areas such as abortion, drunk driving, prescription drug abuse, adult protective services, and health insurance.
