biographical statement

Arthur D. Hershey served the people of the 13th District, Chester and Lancaster Counties, as a republican in the Pennsylvania House of Representatives from 1983-2008. Mr. Hershey was born on November 14, 1937 in Kinzers, PA to M. Clair and Anna Hauck Hershey. He attended New Milltown School from 1943-1951 and graduated from Paradise High School. He also attended the Public Affairs Leadership Program at Pennsylvania State University in 1973 and Cecil County Community College.

Mr. Hershey worked as a dairy farmer and owns Ar-Joy Farm, located outside of Cochranville, PA, with his wife Joyce. His career in farming greatly influenced his legislative career and resulted in membership in several other organizations such as the Chesapeake Bay Commission, 1994-2002 (chair in 1999); Rural Leadership (RULE) Program Advisory Board (president from 1999-2000); Pennsylvania Farm Show Commission, 1981-1985; and Chester-Delaware Valley Farm Bureau.

Before running for the Pennsylvania House of Representatives, Mr. Hershey was a member of the West Fallowfield Township Planning Commission from 1975-1982. In 1982, Mr. Hershey, noting in a letter, that he “began his interest in government service when [he] was a young dairyman and was involved in the Pennsylvania Farm Bureau … [and] didn’t think farmers were well represented in State Government,”[Letter, November 17, 2006, Box 1, Folder 2]. He successfully ran for State Representative and was elected on November 2, 1982.

While serving in the Pennsylvania House, Mr. Hershey served on the Agriculture and Rural Affairs Committee, 1983-2008 (Vice Chair from 1989-1996, Chair from 2003-2008); the Consumer Affairs Committee, 1983-1998 and 2007-2008; the Environmental Resources and Energy Committee, 1995-1996, 1999-2002 and 2005-2006 (Chair from 1999-2002) Federal State Relations Committee, 1993-1994; Intergovernmental Affairs Committee, 1995-1996; and the Veterans Affairs and Emergency Preparedness Committee, 1997-1998 (Chair) . He was also involved in the Joint Legislative Air and Water Committee, the Pollution Control Committee and the Chesapeake Bay Commission. Some of the topics in which he was most interested are agriculture, conservation and the business consumer. On several occasions, Mr. Hershey introduced legislation regarding recycling (the Bottle Bill), wage garnishment, towing, mushroom compost, state soil, and energy efficiency. However, according to Mr. Hershey’s Oral History interview, House Bill 1646 of the 2005-2006 Session (Agriculture, Communities and Rural Environment [Acre]), Act 38 of 2005, is the legislation of which he is most proud.

Mr. Hershey retired from the Pennsylvania House of Representatives in 2008. According to the Guidebook to Pennsylvania Legislators, 1993-1994, “Hershey is the prototype of a rural conservative legislator,” [Clipping, 1993, Box 1, Folder 2].
